High energy prices have offered the oil and gas-producing states of the Gulf a unique opportunity to capitalize on substantial petroleum revenues, which have had a positive impact on their budget. However, this situation has arisen at a time of political and strategic uncertanity in the region, when the management of oil prices seems to be slipping further away from the control of the main energy producers.
