This is taken from the ocean side of the Yaquina Head Lighthouse. Even though a very popular tourist location, it is less popular in winter. In summer, many people wait in line to get a tour of the inside; this is the typical crowd wandering around outside. The Oregon coast is often cloudy even in summer, but the temperature was warm enough that people were wearing shorts, there were crowds even on a weekday, and there was no rain anywhere around. Maybe not a classic summer activity for some, but given the cold Pacific we have here, this is typical for the region.
