Keila-Joa has witnessed an array of influential visitors since then, including the Russian Czar Nikolai.
The gem of the park is the waterfall that is believed to bring good luck because of its horseshoe shape. The site is at its best during the high spring waters when the snow begins melting quickly. Glimmering sunshine creates a series of rainbows above the water cascades. The height of the waterfall is 6 meters – relatively high by the Estonian standards.
