This is a sculpture called "Fine Balance" near a medical complex in Springfield, Oregon. It "was inspired by humanity's search for equilibirum in life", especially in the context of moving back to health, and speaks to the balance between Mind, Body, and Spirit.
To me, the stilt walkers show that balance is especially important with precarious heights, such as those experienced by these acrobats. They are representing an aspect of life, and successfully navigating human existence is a tall order. The figures in the life-sized sculpture represent that challenge through their tall forms -- balanced on their poles, they tower over viewers that walk among them.
