These figures are fixed to the earth, whilst almost everything around them is constantly changing, including the "ground" beneath them. They gaze, unseeing, out across Liverpool Bay, once the gateway for one of the world's major ports. Now everthing is shipped in "little" metal boxes past these metal men.
Real people seem to have left (maybe that IS a flying saucer behind him) and this place is being corroded away by the waters that once brought riches and food to our tiny island.
