The Schrebergaten were "invented" in Leipzig in the middle of the 19.th century. They were named after Dr. med. Daniel Gottlob Moritz Schreber. You can find more information about this at http://www.garten-literatur.de/Leselaube/persoenl/schreber_p.htm
There is something special about this picture, as you can see a german national flag in "Schwarz-Rot-Gold" (black-red-gold). In former days (due to the german history) it wasn't usual to show this flag in private surroundings. But now, during the worldchampionship for Soccer(Fußballweltmeisterschaft) in Germany it gets more and more usual to see this flag everywhere. A lot of (private) cars and houses are decorated with it. As it seems this is not caused by a "bad" kind of patriotism.
