Like most borders, these can be crossed either legally or illegally. The puck must cross the opposing team's blue line before the skates (not the stick) of any attacking player do or the play is illegal and is called offside. The play is then stopped and a face-off results. This means a player can't cross the blue line and then receive a pass from a teammate who has not yet crossed the blue line.
There is one time a player can cross the blue line before the puck is when they have complete control of the puck on their stick and this is a judgement call for the linesmen.
If the puck is knocked out of the attacking zone, the attackers must leave the zone and re-enter properly assuming they still control the puck.
