Ludwig IV (*1837, +1892), was the Grand Duke of Hesse and by Rhine from 1877 until his death in 1892.
He is commemorated with a statue in front of the Palais in Bingen am Rhein.

The German Wikipedia features some interesting historic pictures of Ludwig IV.

The Making

The rising sun was still low and cast a long shadow.
The shadow was eliminated by taking an off-center picture for the nadir (the downward-facing shot) to cover the shadowed area and then optimizing it using viewpoint correction in PTGui.
